Audit Specialist – Procurement & Supply Chain

Job Description (Roles & Responsibilities):
1. Conduct a detailed Risk Assessment for the whole procurement and supply chain cycle. This includes identification of risks in and mitigation measures for overall Procurements cycle Management (including procurement planning, execution and transactions management), Warehousing operations Management and Supply Chain Management at the PR and SR levels, keeping in view the Controls Assessment performed
2. Develop an overall plan [for incorporation in the overall Annual Plan for Internal Audit Unit]. Select individual areas for audits (procurement cases as well as crosscutting audits of Supply chain and warehousing management)
3. Review and develop a thorough understanding of the rules, procedures and manuals governing Procurement processes undertaken at PR or SRs level [where available]. Based on the understanding gained, develop an Assessment for Internal Controls for Procurement Function.
4. Gain a thorough understanding of SOPs [for PR and SRs] in place for warehousing management and Supply Chain Management. Based on the understanding gained, develop an Assessment for Internal Controls for Warehousing and Supply Chain Management
5. Develop tailored programs for CMU PSM and SR Audits. Key results from the Controls and Risk Assessments performed should be incorporated in the Audit programs.
6. Conduct review of Procurement case referred by management for expert advice.
7. Perform the audit of Requisitioning / Ordering System in place at CMU level, for placing orders for local and international procurements
8. Perform audit of warehousing management at the PR and SR levels and report on status of compliance with the applicable SOPs
9. Perform follow up for the status of compliance by the PR and SRs, with the recommendations provided in the previous audit report
10. Perform detailed review of Contracts [as referred to IA unit] made by PR, for Transportation Management including but not limited to the review of arrangements for cold chain and temperature maintenance
11. Review the Insurance Arrangements in place for goods (products) in storage and goods intransit, to assess status of compliance with the Global Fund Grant Agreement Provisions and Global Fund Regulations; review and assees the terms and conditions outlined in the insurance policies and identify any potential risks that may jeopardize CMU’s ability to recover cost of damaged/lost goods in case of incident
12. Review the Status of Expiries and Near Expired items during post audit reviews; identify and report on value of expired products. review and understand root cause for expiries
13. Any other task assigned
14. On case by case basis analyze the unit costs obtained through tenders and assess the value for money (e.g. whether obtained prices are within the international reference prices (where such prices exist) or with local market prices
Experience Requirement:
Minimum 08 years of working experience in Procurement & Supply Chain management with at least 3 years at managerial level. Experience of working with public health sector, health based INGO, Global Fund / United Nations funded program(s), vertical AIDS, TB & Malaria Program will be preferred.
Prior experience of overseeing/auditing PSM activities (e.g. as an auditor/internal control department)
Prior experience of assessing procurement functions of a large organization, as a member of different team (other than PSM team) or another organization (e.g. consulting company, TA provider)
Experience of working in public health programs
Demonstrated solid experience/expertise in the procurement of health products (including tendering process)
Experience/understanding supply chain/logistics management systems of health programmes
Qualification Requirement:
Masters Degree in Procurement, supply chain management or a member of recognized body of professional accountants. Specialized certification in procurement, supply chain management would be an added advantage.
Preferred / Additional Skills Industry experience, Certifications, membership etc.):
Excellent report writing skills, presentation skills, analytical skills, computer skills with hands-on MS. Office packages and experience working with ERP & LMIS System is desirable. Max Age 50 years
