GENERAL JOB OBJECTIVE:
The Manager of Procurement is responsible for overseeing and managing all aspects of the procurement process within the organization. the ultimate goal is to ensure timely acquisition of necessary goods, works and services for the programmes’ operations and amongst others requires: working with end users to define needs and technical specifications, preparation of bidding documents, management of procurement proceses, preparation of evaluation reports, draft contracts, contract management, supplier performance management, receipt of goods/services along with end users, recommending release of payments to suppliers, etc.
Being The Focal point for all procurement related matters, Manager Procurement CMU shall be performing following key responsibilities
KEY JOB RESPONSIBILITIES:
- under the leadership of Chief of Supply chain, together with the procurement team, the procurement manager is responsible for Planning, timely execution of, monitoring and reporting on organisation’s procurement activities. This involves procurement of all health and non-health products (goods), works and services for the three disease programs under CMU. the procurement activities shall be conducted as per the PR’s procurement guidelines and where applicable, PPRA Rules; ensure that Supplier due diligence is conducted in line with “Guidelines on Sub-recipient and Supplier Integrity Due Diligence for PRs
- The ultimate goal is to ensure that procurements are initiated and orders are placed on time so that right products are procured at right price and from right supplier and are delivered at right place, at right time and in right quantity and quality
- Together with the team, is responsible for the whole range of procurement activities: preparation of bidding documents, managing procurement process, facilitating evaluation process, preparation of evaluation reports drafting contracts, managing contracts and supplier performance, facilitating receipt/acceptance of goods/works/services, recommending release of payments and where necessary application of penalties
- Ensure compliance with procurement policies, procedures, and regulations, including those related to healthcare standards and quality.
- Manage contracts, including performance monitoring and appraisal, contract extensions if needed and resolution of any issues or disputes
- Serve as the focal point for assigned orders and contracts of health products procured internationally/ locally (if any) for the three disease programs;
- Process and prepare all the necessary documents required for effective, efficient and timely placement and execution of health product orders placed with the International Procurement Agents and smooth and timely importation of products (including clearing from customs, forwarding, and processing of No-Objection Certificate (NOC) documents and approvals from relevant authorities);
- To coordinate with relevant units of CMU for forecasting and quantification of health products and services;
- To develop and maintain procurement plan and procurements tracking sheets for the organisation;
- To assist PR office in development or updating of guidelines for procurement of goods, works and services;
- To assist CMU in securing necessary insurance covers for mitigating risks to GF supported inventories/ assets;
- To guide procurement staff on regular intervals;
- To guide SRs on procurements of disease specific program commodities in light of approved LoHP;
- To coordinate and manage international procurements/ contracts (GDF, Wambo, PFSCM, Cepheid etc) for the timely provision of programs’ needed commodities;
- To follow status of each procurement case in progress;
- To facilitate SRs in undertaking procurements per their approved areas of programs’ requirements and in light of approved LoHP;
- To Facilitate procurement reviews by LFA, TGF , internal/ external audits;
- Provide supervision to PSCM Unit, and secondary supervision to the Public/ Private SRs plan, organize and implement capacity building/ on-job trainings for all procurement concerned staffs;
- Advise SRs on procurement related matters, review procurement activities undertaken by SRs when needed, conduct SR procurement capacity assessment when needed.
- Any other related role assigned by Chief Supply Chain Officer, from time to time;
Requirement:
- Master’s degree in Pharmacy is required. Master’s degree in Procurement or Supply Chain Management or Business Administration, with solid experience in health products procurement (5 years or more) for HIV/TB/Mal programmes can be considered in lieu of a pharmacy degree. Previous experience with Global Fund supported programmes is an asset
Minimum of ten (10) years progressive working experience in procurement of which at least (5) shall be in a health sector, within a national programme or ministry of health or a large non-profit Organization. - At least five (05) years working experience of managing a procurement team with at least two (02) Procurement Officers or procurement associate.
Excellent knowledge of laws affecting procurements, contracts, Incoterms, supplier management, and different procurement methods and sourcing techniques. - Excellent experience and knowledge of PPRA Rules;
knowledge of Global Fund’s procurement principles, QA policies or procurement manual of other international organizations (specially United Nations Procurement Rules) is an asset. - Experience working in a complex and multidimensional organization public organization is an advantage.
- Excellent negotiation, communication and Proficiency in procurement software and tools.
