GENERAL JOB OBJECTIVE:

The Common Management Unit (CMU) is a government organization, managing The Global Fund grants to implement AIDS, TB & Malaria care projects all over the country through public and private sector organizations. Strategic Information Specialist HIV/AIDS to achieve agreed and clearly defined Objectives of the Program as detailed below:

KEY JOB RESPONSIBILITIES

Under the direct supervision of National Coordinator, the Strategic Information Specialist will undertake the following activities;
Support the Program for Principle Recipient (PR) Transition Road Map preparation for the CMU to be PR for coordination with provincial AIDs Control Programs.
Coordinate with stakeholders to identify weaknesses in the HIV surveillance system and craft- strategies to address the gaps. This will include working with provinces to ensure alignment in the implementation of HIV information systems to make the system fit for purpose.
Lead in the review and update of critical strategic information documents such as M&E plans, SOPs for data quality, analysis and use.
Work with PACPs and technical entities to conduct regular analysis of data including developing of cascades, thematic analysis, aimed at informing decision making. On the basis of analysis, lead in identification of technical assistance needs.
Provide strategic information support in crafting and updating HIV policies and strategies, drawing on normative guidance from WHO.

Improve M&E practice and use at all levels of the HIV response by conducting capacity building for relevant staff, sharing lessons learned and best practices.

Strengthen the TWG for strategic information through coordination with PACPs, technical partners such WHO.

Work with PACPs, SRs and technical partners to deliver quality reports to partners

Update/design and operationalisation of data collection tools and conducting data quality assessments.
Generate evidence-based insights to guide programmatic efforts, identify gaps in HIV service delivery, and measure progress towards achieving HIV/AIDS-related goals and targets at PR level.
The role will have a major focus on ensuring effective information governance, data quality, and security.
Support evidence-based decision-making, improving program performance at PR Level, and ultimately contributing to the overall goal of reducing the burden of HIV/AIDS and improving the health outcomes of affected populations.
Strategically and proactively position the AIDS response around critical and emerging policy issues by identifying opportunities and harnessing them into the National and Provincial Strategic Plans.
Provide supervision to the technical team, including but not limited to analysis of programmatic reports, participation in workshops, inputs for improvement of information systems and monitoring activities of the grant.
Follow up on The Global Fund recommendations for compliance.
Ensure timely and quality implementation of approved work plans to achieve planned targets
Mentoring / capacity building and technical assistance to the relevant units / staff for grant management at PR & SR levels
Ensure effective supervision and periodic evaluations of the performance of his/her team members
Enabling values – supporting the Program and senior management in making appropriate decisions, facilitating the grant implementation processes and trouble-shooting, wherever needed
Preserving values – ensuring quality implementation by providing technical assistance to SRs and continued support and guidance to implementation entities at all levels
Provide strategic input into reviews and proposals, including HIV Program Reviews and Funding Requests for future funding cycles
Any other duty assigned by the National Coordinator.

Eligibility:

  • MBBS with Master in Public Health / MSPH (2 years; full time) from HEC Recognized University. Candidates with PhD in public health strongly preferred and preferably having peer reviewed publications in International Journals/ National Journals.
  • Max Age: 50 Years.
  • 10 years of professional experience including a minimum 5 years of experience in working in strategic information in the health sector,, preferably in HIV programs. Experience in designing and implementing disease surveillance,  and use of digital technologies. Demonstrated experience translating strategic information into action to inform decision making,  program development, and coordination and staff management. Experience of working on programs subject to international donor rules and regulations, preferably with The Global Fund.
  • Skill Set
    Highly proficient with statistical analysis software, MS Office package (Microsoft Excel, PowerPoint and Word (required))
    Excellent understanding of infectious disease surveillance
    Excellent project management, planning and analytical skills.
    Excellent command in English language, grant proposal and report writing with good communication and presentation skills.
