Audit Specialist – Program Management
POSITION PROFILE:

Job Description (Roles & Responsibilities):
1. Develop a detailed understanding of Programmatic interventions and in turn development of a detailed Audit Program
2. Visit Diagnosis & Treatment activities at Health Facilities, PMDT Sites, Treatment Centres and etc.] in order to ensure compliance with applicable guidelines and SOPs.
3. Review the SOPs and checklists developed by M&E unit in terms of their effectiveness and adequacy
4. Develop Risk Assessment for the Monitoring & Evaluation [M&E] function of the CMU and all the SRs and keep it updated in Risk Assessment Software
5. Visit the health facilities to assess whether these facilities are equipped with necessary equipment in a functioning condition, required for diagnosis [Microscopes, RDTs, Gene Xpert Machines, Medicines, PPEs etc.] and treatment medication
6. To review whether the Treatment Manuals are duly complied with by the medical and paramedic staff posted at the health facilities
7. To understand and assess the process for originating and consolidation of Programmatic data, whether the said process is reliable in terms of completeness and accuracy of data
8. To review and assess the storage conditions for pharmaceutical items at the health facility level
9. To visit the households on test basis whether the LLINs are actually present and whether the beneficiaries understand their benefits and method to use
10. To review the BCC activities planned whether implemented as per BCC policy
11. To review the adequacy of the Monitoring & Evaluation Plan [M&E] and whether the plan has actually been implemented by PR / SRs, including but not limited to, follow up made by the PR/SRs/District Health Management, on the recommendations of Monitoring Unit Report
12. Develop an overall plan [for incorporation in Annual Audit Plan] highlighting the field locations for attending as Observer at Training Events
13. Perform follow up for the previously conducted audits and report
14. Develop Audit Report for M and E function showing findings as well as suitable recommendations and present to Manager Audit for review
Experience Requirements:
Post qualification experience of 5 years with minimum of 8 years’ experience in public health sector organization and at least 3 years at managerial level. Experience in performing Administrative and Programmatic Audits of a large donor funded project will be preferred.
Qualification Criteria:
MBBS/ MPH or post-graduation in Health sector from HEC Recognized University. Or a member of recognized body of professional accountants.
Preferred Additional Skills:
Excellent report writing skills, presentation and analytical skills. Well versed with MS. Office packages. Max Age 50 years
