GENERAL JOB OBJECTIVE:
The Chief Supply Chain Officer (CSCO) will be responsible for overseeing and optimizing the supply chain operations of the organization. The role encompasses managing the procurement, Supply Chain, Warehouse & inventory management, and logistics functions related to health, non-health, laboratory, and IT equipment, as well as other Supply Chain related activities focusing on the National TB, AIDS, and Malaria Program Services.
KEY JOB RESPONSIBILITIES:
- Work closely with technical Teams and ensure smooth, effectively and efficient end to end supply chain for the tree disease programs (HIV, TB, Malaria) and other areas as well if assigned by the National Coordinator. The ultimate goal is to ensure that right products are procured at right price and from right supplier and are delivered at right place, at right time and in right quantity and quality.
- Oversees the procurement and supply chain team and together with them provides leadership in planning and implementing whole range of supply chain activities for the three disease programmes. Amongst others, this covers robust products selection and quantification, implementation and functionality of LMIS, effective and efficient procurement of goods/works/services, warehousing and distribution of products throguht the entire supply chain.
- Lead the procurement, warehousing and supply chain management team.
- Lead the PSM working group for all three diseases.
- Responsible for developing and maintaining the grants specific procurement plan and tracker covering all items procured under the grants. This should also be shared with the Global Fund on quarterly basis.
- Strategic Planning: Developing and implementing supply chain strategies aligned with the organization’s overall goals and objectives. This involves analyzing market trends, identifying opportunities for improvement, implementing new technologies and approaches and creating plans to enhance performance and agility of the supply chain system.
- Develop and implement comprehensive supply chain strategies aligned with organizational objectives, ensuring the efficient and cost-effective procurements, Warehouse, Inventory and distribution management for all the Supply related Program activities.
- Lead the procurement process for all goods and services required by the organization, ensuring compliance with relevant regulations, policies, and procedures (including PR procurement manual, PPRA rules, Global Fund procurement and quality assurance policies and “Guidelines on Sub-recipient and Supplier Integrity Due Diligence for PRs”.
- Supplier Management: Ensure establishing robust KPIs and for periodic monitoring and measuring of supplier performance; where necessary, work with suppliers so that performance is improved; establish a fair and transparent supplier performance management mechanism to penalize poor performance and promote good performance
- Inventory Management: Optimizing inventory levels to minimize costs while meeting customer demand. This includes forecasting demand, managing stock levels, and implementing inventory control measures.
- Logistics and Distribution: Overseeing the transportation, warehousing, and distribution of products to ensure efficient and timely delivery. This involves coordinating with logistics partners, optimizing transportation routes, and implementing tracking systems.
- Risk Management: proactively Identify risks implement risk mitigation measures. This includes developing contingency plans, implementing risk assessment processes, and ensuring business continuity.
- Lead cross-functional teams to develop and implement innovative solutions to supply chain challenges, promoting continuous improvement and efficiency gains
- Process Improvement: Continuously evaluating and improving supply chain processes to enhance efficiency, reduce costs, and increase customer satisfaction. This may involve implementing new technologies, streamlining workflows, and optimizing resource allocation.
- Team Leadership: Building and leading a high-performing supply chain team, providing guidance, mentoring, and fostering a culture of collaboration and innovation.
- Collaborate with internal stakeholders, including program managers, finance, and IT teams, to ensure alignment of supply chain activities with programmatic and financial objectives.
- Prepare regular reports and presentations on supply chain performance, highlighting achievements, challenges, and recommendations for improvement to senior management.
- The Chief Supply Chain Officer plays a critical role in driving operational excellence, cost optimization, and customer satisfaction through effective supply chain management. They collaborate with cross-functional teams, including procurement, operations, sales, and finance, to align supply chain strategies with overall business objectives.

- Managing the procurement, distribution, inventory management, and logistics functions related to health, non-health, laboratory, and IT equipment, as well as other program-related activities focusing on TB, AIDS, and Malaria services.
Requirement:
- Master’s Degree in Pharmacy, is required. Or
- Master’s degree in Supply Chain Management/Procurement & Contract Management from HEC recognized University (or from a reputable university abroad) with extensive (7 years or more) experience of managing supply chain for HIV/TB/Mal programmes can be considered in lieu of a pharmacy degree. Previous experience with Global Fund supported programmes is an asset
- Additional qualification/certification (CIPS/ASCM or similar) in the field of procurement or supply chain is required
- At least 12 years’ post qualification experience of Procurement & supply chain management out of which 8 years of working experience in a similar Position as a Head of Procurement & Supply Chain in a health sector, within a national programme or ministry of health or a large non-profit Organization.
- Good knowledge of supply chain specific activities, incl product selection, quantification, procurement, contracts management, warehousing and distribution, etc
- Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
- Strong leadership, people management and team building and leading skills
- Team player at executive levels to collaborate with other functional units of the grant and stakeholders.
- High level of integrity and dependability with a strong sense of urgency and results-orientation.
- Knowledge of Global Fund’s procurement principles and quality assurance policies is an asset
Ability to work under pressure and able to meet deadlines. Experience in supervising and mentoring staff at Manger, Deputy Manager and Officer Level.
